WindSurf reads .windsurfrules from the project root (or global memories).
A ready-to-use rule file is provided: .windsurfrules. Drop it
in your project root (or merge into an existing .windsurfrules):
cp .windsurfrules ./.windsurfrules
# or merge into an existing one
cat .windsurfrules >> .windsurfrules
